1. Begin by peeling the potatoes and grating them into fine shreds using a grater. Remove any excess moisture from the grated potatoes by squeezing them in a clean kitchen towel or cheesecloth.
2. In a mixing bowl, combine the grated potatoes with flour, grated Parmesan cheese, a beaten egg, garlic powder, onion powder, salt, and pepper. Mix until all the ingredients are well combined to form the pancake batter.
