1. In a frying pan, add ground beef and bell pepper. 2. Sauté over medium-high heat until the beef is no longer pink and the bell pepper becomes tender. 3. Drain any excess grease.
4. Reduce the heat to medium or medium-low. 5. Incorporate the rest of the ingredients, stirring continuously, and cook until the beef is fully done and the liquid has evaporated.
