1. Turn the oven on to 350 degrees Fahrenheit and line a 12-cup muffin tin with paper liners. 2. First, make the streusel by combining all the ingredients and rubbing them together with your fingers until the butter is integrated and the mixture takes on a crumbly, dry feel. Put aside.
3. Mix the oil, sugar, eggs, milk, and vanilla extract in a sizable mixing basin. 4. Then, add the baking soda, baking powder, and salt, whisking thoroughly to ensure everything is combined equally.
5. Fold in the diced rhubarb gently after whisking in the flour. 6. After dividing the batter equally among the 12 muffin cups, top each muffin with an equal amount of streusel. 7. Serve warm with butter after baking for 23 to 25 minutes!
