- 1 pound ground beef
- 1 small yellow onion diced
- 1 teaspoon Kosher salt to taste
- 1 teaspoon ground black pepper to taste
- 5 tablespoons unsalted butter
- 6 tablespoons flour
- 2 cups whole milk
